The secret of life, current and future field of conflicts among countries</title><description>Water, secret life, and based on continuity and field current and future conflicts among nations in many parts of the world and of the Middle East, people became obsessed with levels of Tigris and Euphrates rivers in Iraq, after hitting to very low levels that cannot be compared with the levels used to be; and the reason for that is the dams projects in Turkey and Syria on this common rivers as well as the lack of rain, so what is the solution? #
Today, when I crossed over the Euphrates River, I saw the high level of water which is the scene sufficient to transmit a sense of relief and at the same time feeling sorry for these quantities of precious water expensive going to the Arab golf where water is mingled; it will not come back and we are not able to take advantage of this fact which reminds us of Turkey as our experts sat with their experts demanding our share of water according to international law and international conventions.#
Why do not we set up dams on the rivers of Tigris and Euphrates what makes us able to store considerable quantities of water until needed, or to move it to Samawah plateau and Western Desert and other areas where it can be used in agriculture and other economic activities.#
Our neighbor, Saudi Arabia, has stopped investment of huge agricultural, making self-grains due to the risk of losing limited inventories underground water, why they don’t come to Iraq, we have the earth, men and water which is lost in the sea and they have the money and the need and so we get integrating; Why they go to Philippines and Vietnam and we are the closest neighbors?#
Why do not we plan to invest the many blessings given to us by the Lord and to draw others in the implementation, so the Iraqi Finance Ministry is not working hard to fund some useful projects, is it just to provide salaries for a quarter of the Iraqi people in various ministries of oil sold and be like (i.e. the Ministry of Finance) a Treasurer seller; a hand that sells and the other that feeds. We did not think what if we run out of oil, a wealth which is depleted, or if we sacked by the Western world for some of this oil in the state of development of renewable energies.#
Whenever I looked at the flowing water and is speeding to the sea, I felt like a lump and to this responsibility and God Almighty will ask us about this wasted blessing; what will we respond? #

I was surprised when I read on a website that a number of Syrian artists, including the artist Duraid Al-Leham, participating in the cleaning campaign of the streets of their country .. They meandered in and handing out trash bags and motivate the citizens not to throw dirt in the streets and one of the artists participating in this campaign explained this initiative that they ..#
"they devote the sense of membership to Syria, because our country is the pioneer of civilization and must be civilized in all its manifestations, and to maintain hygiene not by increasing the number of cleaners and mechanisms, but by the attention of citizens and a sense of awareness"#
(Our country's the pioneer of civilization) so phrase is repeated by the Syrian and Gulf and Algerian and other Arab artists adding to them the Iraqi artist; when I say the Iraqi artist I mean that genuine artist who will not hesitate to provide the best and respect his profession fully. So they embrace the stage forward and anxious to read the story of a country groan bitterness over the years, mills, and artists, when he says that my country is the pioneer of civilizations, he is right because the history explained it .. But, uh, uh what has remained of the pioneer of civilizations but the ruin ..#
I read news and think in my mind two spectacles .. the first is how the artist Syrian involved in this campaign of cleanliness where there is a technical environment and reasonable security and tranquility, support him by growing the feeling as a citizen and he is responsible for all what everybody must be to reward his country; this shows his gratitude on top of the list that forms the cultural landscape.#
The second scene is that our senior artists who were oppressed often, to tell you the truth, I say it bitterly and recall our artists magnificent roles, Jewad Al-shukrgi in the series of “Hedoo’ Nesbi” which tops the list of the brightest Arab stars  .. artist Bahjat Jubouri, who runs through the gates of the Egyptian cinema and our actress Fatima al-Rubaie and Auatif Al-Selaman and others, they stand tall on the stages of alienation and nostalgia theaters .. Why they get oppressed? Why they did not feel as what the Syrians felt? #

many reasons with different aspects ... and citizenship became a wish to everyone of us, a big dream.. And sometimes even when we dream, we find C- wires that prevent us from that dream!!#
They said the former cyclonic dictatorial regime, damn it, because it tore the Iraqis and made them into slaves of the masters of today and what they say? Do they say democracy revived the artist and intellectualist? Do they say that the National Theatre, sparkling by rhythms and hymns of playlists’ creators? What kind of theater, cinema or even an incubator that they gave .. all come and go, holding conferences and due to the sweat and fever of the high temperature, they wouldn’t agree to rebuild the National Theatre ..#
Cleanliness campaign, which were made by the Syrians artists to the streets of their country, we need a campaign like this one but with a big difference in a very important place, we need to replace streets with the petrified brains of their heads and their blind eyes to be aware of the value of art and the artist Iraqi.#

Diala as province and as part of Iraq ,was a place with an ethnic diversity publication ,even though after the last invasion of 2003 and the 1991 us attack on Iraq ,and even after that the situation kept calm with no sectarian violence, but after the bombings that targeted the two wholly Imams on Samura ,things went in different path ,and even people mentality ,as well as the grow of awareness between both sects, and due to the assassinations targeted policemen and both sects (sunni &amp; shiite ), regarding the fake checkpoints with Iraqi army uniforms ,that killed many innocent individuals on multiple main and sub routes,which led to the final spark to start sectarian civil war between the formation of peaceful Diala.#

Police forces supposed to protect the demonstrators not to kill them, for whatever reason right of demonstration provided in the new Iraqi constitution, where is democracy? Is it ink on paper only? The Iraqi people will not tolerate injustice, and all the provinces must be in solidarity with the citizens of Basra, for the issue is common, injustice is one, cause is one too. Topic concerning with the theft of people's money by billions, Sayyid Ammar al-Hakim has said that the disbursements of the budget for electricity is about 17 billion U.S. dollars. Even as recent rains have brought some relief to drought-stricken Iraq, the historic problem of water scarcity has forced tens of thousands of rural Iraqis from their homes. The government estimates that nearly two million people face severe drinking water shortages and extremely limited electricity due to hydropower shortage.#

Meanwhile, diplomatic tensions are running high as promises from upriver counties such as Turkey, Syria and Iran to allow more water into Iraq appear not to have been met. Iraq’s minister of electricity Kareem Waheed called Syria’s move a “shock” that would “embarrass” his ministry and undermine its commitments to hydropower. Both ministers decried Syria’s plan as a breach of international conventions on down-river water rights.#

“The next government will be challenged on the water issue and there is no option but to deal with it. I understand that Iraq faces more than one problem, but this one can’t be ignored. No matter what the government is focusing on, this problem will impose itself,” said Dr Awn Thiab al-Ajeli, the head of Iraq’s National Centre for Water Resource Management within the ministry of water resources.#

"The first step that should be made is to reach a deal with Turkey as well as Iran and Syria in order to have good, stable amounts of water enter to Iraq each day. The current situation is that the amount is good one day, and bad the next. To make this step, a deal must be made between governments, not just between two water ministries. It depends on the diplomatic relations between the two states," Ajeli said.#

Officials have said in the past security concerns have overshadowed the development of a forward-thinking water policy. With Iraq’s recent and relative stability, experts are now calling for a plan to tackle the water problems that have afflicted the country – from rising salinity in the southern marshland to the imminent demise of traditional irrigation systems, known as karez, in the north.#
#
A UNESCO report found that 100,000 Iraqis have fled their native communities since 2005 due to water shortages.#
#
Another United Nations report claims the water levels in the Tigris and the Euphrates rivers, Iraq’s primary sources of water, have fallen by more than two-thirds. The report cautioned that the vital lifelines could completely dry up by 2040.#
#
“At the current rates, Iraq’s water supply will fall an estimated 43 billion cubic metres by 2015, far short of the 77 cubic metres that the country will need to avert a widespread humanitarian disaster,” the UN report read.#
#
According to UN research, “Inefficient irrigation, lack of government coordination and weak capacity to manage the resource has compounded the current shortage of water… After years of neglect during the previous regime, Iraq’s water managers still lack sufficient technical capability and knowledge to address its growing water crisis. Budget constraints have handicapped the government’s ability to implement a long-term water management plan.”#

Social problems connected with water scarcity are common in Iraq: fishermen in the southern complain of a declining catches; in agricultural areas, water shortages have caused wheat production to fall by half. According to the UN, Iraq now imports 80 per cent of its food and 90 per cent of Iraq’s land is either desert or “suffering from severe desertification”.#

“Water is more important than oil for Iraq because we have agricultural lands which, without water, are useless. Agriculture is the future and the new government need to see that,” Ajeji said.#
#
The political impact of water relations with upriver countries is not lost on the UN. “We believe that the problem has political dimensions between Iraq and [its neighbours], which are trying to put pressure on the Iraqi government to advance some economic and political interests. The maneuvering has already begun in determining how much water Iraq should really have,” its report said.#
#
Dr Mohammed al-Zubaidi, political science professor at Baghdad University, said water is already the defining factor in Iraq’s foreign relations.#
#
“Listen, don’t be naïve. Upriver countries dominate down river countries because they control water revenue. This gives them advantages in other fields as well,” Zubaidi said.#
“Let’s talk about Turkey and Syria. We have concerns that one day they will ask in return for water, one barrel of water for one barrel of oil. That day will come soon if Iraq maintains its ignorant strategies of wasteful water management.”#

The Baghdad government claims it is doing its part in seeking adequate water for Iraq and applying diplomatic pressure to upriver neighbours.#
#
“We have formed delegations to visit Turkey, Iran and Syria to speak with them about sharing water because we face a serious problem in this regard. We have sent letters demanding the need to give us more water,” Jamal al-Battiq, head of parliament’s agricultural committee, said.#
#
Neighbouring nations have been reluctant to address Iraq’s water woes, but Mustafa Kibargolu, a professor at Bilkent University’s international relations department, cautioned that water could be the source of conflict in years to come.#
#
“[There hasn’t been any] confrontation or high tension stemming from the unsatisfied demands of parties over the use of water. [But] this should not mislead observers into thinking this is unlikely,” Kibargolu said.#

“Unless some old water policies are purged and new ones introduced. It is a real possibility that this region will become a time bomb in terms of water rights.”#

Lifelong fisherman Mohammad Mishlat was born in a reed house on the bank of the Karma river just before it splits from the Shatt al-Arab and bends its course through the ancient city of Basra.#
#
Now 70 years old, Mishlat can’t recall a single sunrise he hasn’t watched from his boat as he sets out for the day’s catch on the maze of rivers, streams, canals and marshes that make up Iraq’s most famous, and now endangered, waterways.#
#
“I was born [close to] the river. The waters here are like my family, and for almost seven decades we have never been apart,” he said as he waved away a halo of flies buzzing his head in the mid-day heat.#
#
Mishalat is one of the tens of thousands of Basra province fisherman, who along with the boat builders, net weavers, fishmongers and others now find their traditional livelihoods under fire from a raft of problems, including upriver dams, drought, pollution, the chase for oil and over-fishing.#
#
The waters around Basra, specifically the Shatt al-Arab which is formed by the merger of the Tigris and Euphrates rivers as they pour into the Persian Gulf, have become victims of Iraq’s wide-ranging water problems, and a tragic example of their social consequences.#
#
“We get our whole lives from the rivers. We don’t know any other profession. We used to catch fish in abundance, but now, every year, every season, there are less fish. Many people have moved away and others have taken new jobs. For the people here, working in a shop or a factory is an unnatural thing,’ Mishlat said.#
#
The most commonly cited reason for the decline of fishing in the Basra area is increasing salinity brought on by an encroaching sea. In 2009, the government of neighbouring Iran ordered the diversion of the Karun river, one of the main tributaries of the Tigris. The river was channeled back into Iranian territory from its natural confluence with the Tigris just north of Basra, depriving the Shatt al-Arab of some 13 billion cubic metres of freshwater each year that served to flush out the vital ecosystem.#
#
Dams on the headwaters of the Tigris and Euphrates in Turkey and Syria have also wreaked havoc on the Shatt al-Arab. Efforts to mitigate a disastrous Saddam Hussein-era programme to drain the wetlands – which was intended to punish rebellious locals – have been hampered by rapacious oil-drilling and exploration activity.#
#
Local officials claim at least 30,000 fisherman and farmers have been forced to leave their homes in search of other work; other estimates are as high as 100,000.#
#
Alaa al-Badran, head of the Agricultural Engineers of Basra and a member of the Committee for the Revitalisation of the Marshes, described the condition of the local waterways, once known as the Venice of the Middle East, as a “catastrophe”.#
#
“There has been a significant drop in fish stocks and I predict even more decline, not just due to the level of salt water. There are new factors such as a growing level of pollution as well as over-fishing and the use of poison for fishing in addition to the drying of entire areas for oil extraction,” Badran said.#
#
“Many of the sub-rivers and streams that surround Basra are filled with sewage now because the waters are stagnant. Locals come to me all the time and tell me the environment is ruined.”#
#
Abdullah Iyadia, an authority on Basra folklore and a longtime columnist for Basra’s now-defunct al-Manara newspaper, believes the decline of the fishing industry has deeply affected the collective psyche of local residents.#
#
“When Arabs first came to Basra in 14 Hijri (636 AD), The first thing they did was build a mosque and have a feast. The first dish served was the fresh fish found abundantly in the local rivers. It has been on the table for Basra residents ever since. Fish is probably the most important thing to the people here, and it is one of the main characteristics of Basra, along with palm trees and rivers,” Iyadia said.#

Iyadia draws parallels between the decline in the seasonal fish known locally as saburra and the loss of time-honored traditions. The saburra migrates from the sea into the Shatt al-Arab in February and remains there to spawn and lay eggs until October. For generations, fisherman like Mishlat have taken advantage of the lengthy fishing season and ordered their lives around the availability of the fish.#
#
“For the last few years, the number of fish has been in constant decline. The fishermen spend long days on the water and still don’t get enough food to put on the table. Many seasonal festivals have been cancelled and the price for the fish that are caught is now too expensive for the people who catch them,” Iyadia said.#
#
At the city’s oldest fish market, the Basra bazaar built in 1946, prices have skyrocketed and non-local fish are taking the biggest market share. Badran estimates that almost 80 per cent of the fish sold in the area are now imported.#
#
This has done little to dampen the enthusiasm of Mohammad Fadhil, 50, a fish vendor at the Basra bazaar like his father and grandfather. Together with his four brothers, he works from 5am to midnight everyday and claims he “would never switch to any other job”.#
#
“You see, the people of Basra can’t live without fish. Now that there is less local fish and the prices go higher and higher, they are buying fish from Iran and East Asia,” Fadhil said.#
#
Fishermen have sought to adjust to the new situation, but with little success. Mishlat and his family have tried fishing in city of Faw, the southernmost tip of Iraq’s Persian Gulf peninsula. He claims that violent run-ins with rival fishermen from Iran and Kuwait in the contested waters drove him back to Basra where he's back to fishing familiar, if fallow, waters.#

“Here, look for yourself,” he said as he produced a reed basket bearing three meagre looking carp. “We have fished since before sunrise, and this is all I can take home.”#

Extortion racket feeds insurgency in volatile northern Iraqi city. #
The street emptied at the sound of gunfire, the men scattering in separate directions. A corpse was left behind, the lone victim of the shooting. After a few hours, someone covered its face with a sheet of paper - a gesture of respect for the dead.#
#
This is Mosul, my home. Since 2003, I have worked as a reporter here, mainly for local newspapers. Stories of murder and abduction are part of my routine.#
Al-Qaeda still thrives in my city, long after it was driven underground in other parts of the country. Once a pillar of the local insurgency, the group - also known as the Islamic State of Iraq - now operates as a mafia, funding itself through extortion and blackmail.#
#
Though deeply unpopular, its reputation for ruthlessness has also made it very powerful. Unlike other insurgent groups, al-Qaeda never restricted itself to fighting the Americans. Right from the start, it showed it was ready to kill Iraqis too.#
#
At the height of the conflict in 2005, the group frequently abducted large groups of men. Hours later, their decapitated bodies would be dumped in the street. The severed head would be balanced on top of the corpse, often alongside a DVD containing footage of the beheading.#
#
Al-Qaeda may no longer be as brazen in Mosul, but it is still viewed with dread. The group's strategy for survival in the city is, in part, the product of pressures it has faced elsewhere.#
#
Over the last few years, the United States military and Iraqi government forces have largely succeeded in cutting off al-Qaeda's access to funds and fighters from abroad.#
As a result, the group's members in Mosul are now mostly locals - natives of the city, or Arabs displaced from the nearby town of Tal Afar.#
#
The shortage of foreign funds forced al-Qaeda to look within Mosul for its income. It found a source in the many businesses that still operate here, helped by the city's position along trade routes linking Turkey, Syria, Iran and the rest of Iraq.#
#
Merchants in every conceivable sector give a levy to al-Qaeda. Payments to the group enable the local economy to function, keeping markets stocked with essential goods and guaranteeing the passage of construction materials and farm produce across the nearby borders.#
#
Though no businessman would speak about the subject to a journalist, their casual conversations are filled with stories of extortion.#
#
Suspicion and fear have destroyed a close-knit community of merchants, who once shared in each other's successes. Established enterprises have been hit hardest, some of them targeted by newcomers seemingly linked to al-Qaeda.#
#
An acquaintance told me he was offered 100,000 US dollars to sell his shop to a businessman newly arrived in Mosul. After making inquiries, he was tipped off that his son would be kidnapped as soon as he made the deal. His payment for the sale would be demanded as ransom.#
#
Another friend who operates a currency exchange said all his neighbouring businesses gave a tax to al-Qaeda. The group's agents would visit every month, threatening to kill or kidnap those who failed to pay up.#
#
A friend who owns an electricity generator initially refused to pay the levy. He relented after being warned his generator would be bombed if he held out.#
#
A shop-keeper told me he had received a phone call demanding payment from an unknown group, just after he had paid his monthly tax to al-Qaeda. He informed the original gang of the phone call, and was not bothered by any further demands from the other group.#
The wealthy are not the only victims. A street vendor who takes home no more than 15,000 Iraqi dinars (about 13 US dollars) a day also said he was paying 30 per cent of his profits as tax to al-Qaeda.#
#
Mosul's chronic insecurity and political feuds have created the perfect environment for al-Qaeda to operate. The city has a mixed population of Arabs and Kurds. More than a year since elections to the provincial council, leaders of both communities have been unable to reach agreement on government.#
#
Religious minorities, such as the Christians, complain of being trapped between the competing interests of the larger groups.#
Though Mosul's streets are choked with checkpoints and men in uniform, their presence does not seem to affect the insurgents. The officers rarely speak to journalists, insisting they are not authorised. Their spokesmen are usually unavailable.#
#
The security forces seem to inhabit another world to the civilians. It feels as if we live in separate valleys, with mountains between us.#
A friend told me the security forces were technically correct to claim they were cracking down on al-Qaeda's supporters when they raided certain local businesses.#
#
But, the friend said, the authorities' statement was only half the truth. Most merchants disagreed with al-Qaeda's ideology and had been coerced into offering them financial support.#
#
The government has pledged to rid local institutions of corruption and the influence of the insurgents.#
#
However, the people of Mosul wonder how easy this will be. Many of us believe the militants have deep contacts within the state, especially as they seem to know all about the latest contracts and tenders issued by the government.#
Al-Qaeda also appears to have thoroughly infiltrated the security forces.#
#
A friend of a friend who works in the police force recently took a vacation out of town, accompanied by three colleagues. All the officers were in plainclothes, travelling with civilians on a minibus.#
#
An insurgent boarded the vehicle and called out the names of three of the policemen, asking them to step forward. One of the officers protested, saying he had long stopped working for the force.#
#
The insurgent responded by showing him a copy of the police payroll. "Is that not your signature, confirming receipt of your salary two days ago?" he asked.#
#
The three men were led off the bus. The man who tells the story says he never heard from them again.#

The unacceptable stampede by some politicians for positions of responsibility is one of the manifestations of the irrational, while the Iraqi people looking forward to municipal services and eliminate the scourge of unemployment and other plaguing problems. The national scene is one that will determine the sovereign sites, and must adopt a sophisticated mechanism for the distribution of powers, to prevent autocracy, in order not to fall into traps of one-party and symbolism.#
To talk more frankly, the lights began to fade to some, it can not be reduced Iraq to particular individuals, as in Iraq men can not be exceeded their steps of promising democratic construction, in their movement of tireless efforts in building political process, clarity of attitudes, principle consistency and a clear identification of defects in the reconstruction. We believe that it is the features the man of settlement to try in all efforts to unite visions of national attitudes. Today, our aims move towards the advancement levels of functional sports and all the games and the use of foreign experts by attracting qualified foreign coaches and developing of competence of the trainer of Iraq through onto training courses and sent to advanced countries in sport's studies and to attract international experts to establish training courses.#

Media plays a prominent and important role in modern times to promote the facts that the recipient is looking for everywhere, and the role of the media is visible on the two sides, one is the truth and the other is irreversible, and since that the truth face is the closest to the recipient, then those responsible for the mass media must be careful to transfer it to the people. #
Reliability in transferring the news from the main source represents the most important condition of the profession conditions, so the mass media must be keen as much as possible to transfer the truth and diagnose the damage or the benefit and specify that accurately without making things take the broader impress, as if something happens in one of the institutions or companies then media should investigate it and adopt accuracy in transferring the news from those of the direct relationship to the event, and not to take things as they are random and non-versa. #
A satellite channel have recently launched news of that a fire occurred in the Baghdad International Airport and that the fire continued for several hours and gutted parts of the airport and so on.... Words are far from the truth. #
In order to clarify and transfer the true image that took place on July/26/2007, and what happened is that a small fire occurred inside a U.S. army camp nearby the Baghdad airport, and the fire occurred in the warehouse of the (Rally) Company and caused damages to electrical materials of value not more than (45,000) thousand dollars and not millions of dollars as the channel depicted to the recipients, and the rescue teams were able to control the fire after 8 hours of the incident. #

In the elections of the Asian Football Confederation, which was won by the Qatari Bin Hammam, the most excited and motivated one for this win was the head of our football union, Hussein Said, who panted features of happiness more than the others. #
Although that twenty-two confederation heads out of forty-six one, representing the continent of Asia, have voted for this man, whereas his Bahraini competitor have received Twenty-one votes, while he won twenty-three with his voice, in time that two did not vote for the candidates and rather putted an empty cards, so if Hussein Said, for example, was voted for the second candidate Sheikh Salman, then the candidates would draw in votes, and the two would underwent a second round of voting, yet Said was more enthusiastic in educating others to vote for Bin Hammam, until this happened and he became really happy and the fact that the overwhelming joy showed up on him, spotlights of the press and the media directed on him to ask why Bin Hammam, and not Sheikh Salman? And what surprised the Iraqi street is the statement of Hussein Said when he said that we have to give Iraq's vote to Bin Hammam for what he and the state of Qatar offered for the Iraqi football!!! Here, I wonder what did this man offer the Iraqi football? Isn't he the one who deprived our National Leagues, both the Olympic Team or the National Junior or the First National of the nomination for the finals of Asia and the world championships? Or isn't he the one who deprived our players, Younis Mahmoud and Nashat Akram of the award for best player in Asia and gave it to the Saudi Yasser Al-Qahtani unjustly? Isn't his state the one which deal with our professional players as mercenaries? All these questions putted on the table of Mr. Hussein Said to answer them frankly and courageously and to tell the truth, isn't Bin Hammam the one who stood by me in my plight today and is the support in regard to my cross-border leading for the Federation? Isn't Bin Hammam the one who will stand with me when the Iraqi National Olympic Committee says its severance word and expels me fromthe Union if I did not come back to Iraq? Then the common interests between them are continuous at the expense of the public interest and this is the truth that must be known before by everyone, but in the result no true, but true.#

The Iraqi government is still moving forward in achieving the national reconciliation, as well as the application of what was agreed upon with the U.S. side, as a new batch of prisoners at the U.S. jails have been released, so that they would able to participate in the reconstruction and building campaign which is being cited by Iraq, whereas the people of Iraq are the real founders of its heritage and present and future. #
The modern democratic experience  have excluded nobody  and comprised all segments of the society under the tent of the national reconciliation, so that the whole world to see that Iraq have no place for the dictatorship or the individualism, as Iraq is being ruled by all of its sons on the  diversity of their factions, and the multiplicity of ideas and orientations, until the government to embrace each one defended and stood against the evil, where as the Sons of Iraq (Sahwa), have stood alongside with their brothers from the security forces members and made a great effort to expel the clutches of terrorism and Al-Qaeda. #
And that made by those good was not scattered in vain, as the Iraqi government had met the promises made to them by involving them among the security forces ranks and giving them fair salaries, as well as the inclusion of some of them to the civil and governmental services and institutions in order to complement and success the achievement of the national reconciliation, through which the government is seeking to build a free and democratic Iraq.#

And the last word to be said, that so many satellite channels may leave a mood of competition dependent on the control and the system, through which the Iraqi media meets which the various arts in support of the Iraqi culture.#

Othman have illustrated during the conference that this centre is respective for the social rehabilitation of women through the psychological treatment, besides opening courses in music, drawing, and sewing, indicating to that the total cost of the project has amounted 3.5 billion dinars and with an area of 5000 sq.m.#
